Age and water. Much of Rancho Bernardo was built in the 1960s, 1970s and 1980s, and a lot of its fences stand on the original posts, set in soil or a thin collar of concrete and watered by the sprinklers twice a day since. The posts go at the ground line while the pickets above still look fine, so the whole run leans. The inland sun then checks and splits the boards that are left. The fix is new posts in concrete and matched boards, not a new fence.
