Salt air finds plain steel hinges, latches and screws within a few seasons on the beach streets, and once the rail screws let go the section racks. Up the hill, the fog keeps the base of every post damp until noon and the sprinklers finish the job, so the rot starts at the ground line. The pickets usually look fine. The fence leans because the posts and the hardware are gone.
A like-for-like repair needs nothing. California exempts fences up to seven feet from a building permit, and Solana Beach's own code keeps a fence in the front or street-side yard to 42 inches (up to 66 with an open top) and a rear or side-yard fence to six feet, with two more feet allowed if they are open. We check before building anything new.
Reset posts, coated hardware and matching pickets fix most fences for a fraction of the cost of a new one, and that is the work we do. Whole-fence replacement, vinyl and iron are not our lane. If that is what the fence needs, we say so on the call, and we still fix the gate and the sections that can be saved.
A pool gate should close and latch on its own, with the latch release at least 60 inches up. That is the standard in California's Swimming Pool Safety Act, and Solana Beach allows a five-foot fence in the front setback where a pool needs it. It is the first thing we check on a pool fence. The gap the dog found at the bottom is a rail and a picket, fixed in the same visit.
Salt air gets the hardware before it gets the wood. Hinges seize, latches stop catching, and the screws holding the rails let go within a few seasons of plain steel. The fix is a new post where one has gone, new rails and coated or stainless hardware, with the sound pickets kept.
Older homes, older fences, posts set in soil or thin concrete decades ago. The fog and the sprinklers hollow them at grade while the pickets above look fine, so the run leans and the gate drags. Resetting the failed posts brings the line back straight without replacing the fence.
Slopes, bluff setbacks and long side-yard runs that carry their own weight downhill. One rotted post lets a whole section rack, and the afternoon wind finishes it. We reset the post, re-plumb the run and brace the gate so it stops dragging on the walk.

Most of Solana Beach has no association; Isla Verde, Seascape and a few of the hillside communities do, and most do not need to approve a repair that matches the existing fence.
