Water, then wind. About forty inches of rain falls on Vancouver most years, nearly all of it between October and May, and a post set in dirt or thin concrete sits in a wet sleeve for months. The post rots at the ground line while the pickets above still look sound, and moss on the shaded side keeps the boards wet. Then the cold east wind comes down the Gorge and finds the weak post. The fix is new posts in fresh concrete and matched cedar, not a new fence.
Not for a repair under six feet. Vancouver is stricter than the state: a fence over six feet needs a building permit, a fence in front of the house stays at five feet with the top foot open, and side and rear fences stay at six. A like-for-like repair changes nothing, and we check before building anything new.
