Water, from below. Nearly all of the year's rain falls between October and May, and a post set in dirt or thin concrete sits in a wet sleeve for months. Under the firs the fence never dries, so the post rots at the ground line, moss keeps the bottoms of the boards wet, and the whole run leans. The fix is new posts in fresh concrete and matched cedar, not a new fence.
