Water that stays put. Much of the Tualatin Valley floor is silt loam that drains slowly, with water sitting a foot or two down through the wet season, and nearly all of the year's rain falls between October and May. A post set in that soil rots at the ground line while the pickets above still look sound, and moss on the shaded side keeps the boards wet. The fix is new posts in fresh concrete and matched cedar, not a new fence.
Hillsboro is stricter than its neighbors: a new fence, or moving part of one, takes a city fence permit, though Oregon needs no building permit for a wood fence up to seven feet. The code does not name a repair in place, so before we rebuild a section we check with the city. Posts, pickets and gates we simply fix.
