From the ground up. Most Concord fences went in with the subdivisions, on posts set in soil or a thin collar of concrete. The clay holds water all winter, sprinklers keep it wet all summer, and the posts rot at the ground line while the boards above still look fine. One weak post lets a run lean, and the dry north winds in the fall push it over. The fix is new posts in fresh concrete and matched boards, not a new fence.
Not for a repair. California exempts fences up to seven feet from a building permit, and Concord keeps a front fence to three feet and a side or rear fence to six (seven with a foot of lattice on top). A like-for-like repair changes nothing, and we check before building anything new.
