Rain that rarely stops for long. Seattle sees measurable rain on about 150 days a year and mild winters, so a fence never really dries between October and May. Posts rot at the ground line while the cedar above still looks sound, moss holds the water against the shaded side, and on the hillside streets one bad post lets a section rack. The fix is new posts in fresh concrete and matched cedar, not a new fence.
Not for a repair. Seattle needs no permit for a fence up to eight feet with no masonry over six, and keeps a fence to six feet plus two feet of arbor or trellis, or four in a front setback. Tree protection is strict, so new post holes near a tree we check first; a like-for-like repair changes nothing.
