It depends on the state and the size of the job. Most states allow unlicensed handymen below a dollar threshold and require a contractor license above it. California, for example, caps unlicensed work at small-job amounts, and other states draw the line differently. Electrical, plumbing and structural work carry their own rules almost everywhere.
