Kaminskiy Design & Remodeling performs the inspection and signs the report; Kaminskiy Care and Repair, from our Roseville office, repairs what it lists. Rental buildings under SB 721, condominium associations under SB 326.

Roseville's apartment stock is young by California standards, but the balcony law does not grade on age: every wood-framed balcony, deck, exterior stair and walkway more than six feet up on a rental building of three or more units was due for its first SB 721 inspection (Health and Safety Code 17973) by January 1, 2026, from the 1960s walk-ups off Vernon Street to the garden communities on Harding and Eureka and the podium buildings going up in West Roseville. Kaminskiy Design & Remodeling, our sister company and a B general building contractor since 2008 (CSLB #922807), performs the inspection and signs the written report; Kaminskiy Care and Repair (CSLB #1106209) prices each finding on its own line, files the permit through the City's online portal and completes the work for the re-inspection. A condominium association under SB 326 brings us its engineer's report and we do the repairs it lists. The inspection is booked through our Roseville office on Highland Pointe Drive, where the repair crew starts its day, a few minutes from Douglas Boulevard, the Galleria and Fiddyment Road.
Rental buildings, condos, breezeway stairs, walkways.
Own a Roseville rental building with three or more units and Health and Safety Code 17973 asks three things of you: a qualified inspection of every balcony, deck, exterior stair and walkway that stands more than six feet above grade on wood framing, a written report kept in the building's file, and the repairs it lists finished inside the statute's deadlines. We take all three off your desk. The inspector counts the element types, examines at least 15 percent of each, and signs the report with photographs inside 45 days; then each finding gets its own written price, the permit goes in through the City's online portal, and the crew from Highland Pointe Drive does the work and documents it for the re-inspection.
The SB 721 Inspection
The Signed Report
Joists, Ledgers & Stringers
Coatings & Flashing
Guardrails & Handrails
Breezeway Stairs & Walkways
Immediate-Threat Shoring
Close-out & Re-inspectionEach of these is a building we can be at within days from Highland Pointe Drive. The inspection goes on the calendar, a report with findings gets a line-by-line price and a permit plan inside the statute's windows, and an element tagged an immediate threat is closed and shored before anything else is scheduled.

We confirm whether SB 721 or SB 326 applies, count the element types from the street and the plans, and put the inspection price in writing on the call.

Kaminskiy Design & Remodeling inspects the sample from the walking surface and from below, photographs every element, and signs the report well inside the 45 days.

Each finding priced on its own line, the permit filed through the City's portal inside 120 days, the work done inside the permit window and photographed for the re-inspection.
Every job is backed in writing by our workmanship warranty and done by a Kaminskiy-certified, background checked technician.
The inspection is about the framing nobody sees: the joists that cantilever the balcony out of the wall, the ledger bolted to the building, the rim board the guardrail posts hang from, the stringers under the breezeway stairs. Water gets to them through a split coating, a short flashing or a sprinkler head aimed at a post, and the first sign is a soft tread or a stain on the ceiling below. That is why the statute lets the inspector open a soffit, read the framing with a moisture meter or run a borescope where the wood is enclosed.
A rental building with three or more units is under SB 721 (Health and Safety Code 17973): first inspection due January 1, 2026, then every six years, by one of the four inspector types the section names. A condominium project with three or more units, such as the Roseville Greens buildings on Harding or a Sunrise Avenue condo association, is under SB 326 (Civil Code 5551): first inspection due January 1, 2025, then every nine years, by a licensed structural or civil engineer or an architect. A single-family community like Sun City Roseville is outside both laws.
An element the inspector marks an immediate threat is closed to tenants at once, shored where it needs it, and reported to the City's Building Division within 15 days. Every other finding runs on two windows: the permit application within 120 days of the report, and the repairs within 120 days of the permit. If the work is still open 180 days after the report the inspector tells the City, a 30-day notice follows, and after that the daily penalty runs until the building is fixed.
Rot confined to a joist end, a post base or the bottom of a stringer is cut back to clean wood and sistered or replaced. Rot that has crossed the ledger or taken most of the joists means the balcony or landing comes off and is rebuilt from the framing out. In either case the coating goes back across the whole surface, because a patch in a chalked membrane is the next leak, and the re-inspection expects a finished deck, not a repaired corner.
Roseville grew in rings. The railroad town around Vernon Street and Old Town came first, the I-80 side filled in after 1956 with the garden apartments of Harding, Cirby and Douglas, the Galleria pulled a 2000s wave onto Roseville Parkway and Gibson Drive, and the villages west of Fiddyment Road are still being built, many of them with the podium and wrap buildings that put an owner on the certificate-of-occupancy clock. About a third of the city's households rent. Which ring your building sits in decides what the inspection finds.
The 1960s and 1970s walk-ups and fourplexes near the center and the condominium buildings of the Roseville Greens era, with open wood stairs, exterior landings and balconies cantilevered over the carports. Fifty summers of valley sun have cooked the original coatings and fifty wet seasons have followed the cracks into the ledger. The common finding is a stair stringer gone soft at the landing, a post base rotted where the planter meets it, and joist ends dark behind stucco that still looks fine from the parking lot. The condo associations here are under SB 326 and bring us their engineer's report; the rentals are under SB 721 and we inspect them.
Two- and three-story stucco buildings around pools and breezeways, with second-floor corridor walkways and open stairs serving every door. These have the most elements to count and the most feet on them, so the inspection is scheduled around tenant access and done building by building. Landscape irrigation soaks the stair bases and the walkway edges every night of a dry summer, scuppers clog with oak litter and pond the winter rain on the coating, and the west-facing balconies chalk through their membrane after enough days above 100. The repair is usually stringer bottoms, post bases, a re-sloped and recoated walkway and rails re-anchored into new wood.
Wood-frame floors over concrete podiums, wrap buildings around parking structures and 2020s garden communities with balconies on a liquid-applied membrane. The framing is young, so the findings are at the details: a slider threshold flashed short, a sealant joint opened by a summer of 105-degree afternoons, a drain that ponds water against the stucco. A building permitted on or after January 1, 2019 is inspected within six years of its certificate of occupancy rather than by the 2026 date, and much of this stock is inside that window. The condominium flats and townhome associations here are under SB 326; the rental buildings are under SB 721. Sun City Roseville's houses are single-family and under neither.
Count the units and check how they are held. Three or more rental units in one building puts it under SB 721: the first inspection was due January 1, 2026 and the cycle is six years. A condominium project of three or more units is under SB 326 instead: due January 1, 2025, a nine-year cycle, and a licensed structural or civil engineer or an architect does the inspecting. A building whose permit was issued on or after January 1, 2019 is inspected within six years of its certificate of occupancy. A duplex is under neither, nor is a single-family 55-plus street, though the same water does the same damage. Send the address and we settle it on the call.
The inspector lists every type of exterior elevated element the building has, then examines at least 15 percent of each type: the walking surface and its coating, the flashing where it meets the wall, the guardrail and its anchors, and the framing beneath, read with a moisture meter or opened at a soffit where it is enclosed in stucco. The report records each element's condition, how much service life it has left, whether anything needs a closer look, and whether any element is an immediate threat to the people using it. Tenants get notice; the inspection works around their schedules.
Health and Safety Code 17973 accepts four kinds of inspector: a licensed architect, a licensed civil or structural engineer, a general contractor holding an A, B or C-5 license with at least five years as a license holder constructing multistory wood-frame buildings, or an individual certified as a building inspector or building official. Whoever inspects may not be working for the City at the time. In Roseville the inspection is performed by Kaminskiy Design & Remodeling, our sister company, a B general building contractor since 2008 (CSLB #922807), and the repairs by Kaminskiy Care and Repair (CSLB #1106209).
The inspection is one flat figure for the building, set on the call from the number of elements, the number of types and whether the framing is open underneath or closed in by stucco, and confirmed in writing before a date is set. Repairs are priced from the report, finding by finding: a sistered stringer is one line, a recoated walkway is another, a balcony rebuilt from the ledger out with a new guardrail is a longer one. You read every line before anything is booked, and the report is yours to bid elsewhere if you choose.
Address, unit count, whether a report already exists. We confirm the law, count the element types from the street view and any plans, and quote the inspection in writing.
Notice to tenants first. The sample is examined from the walking surface and from below, enclosed framing is metered or opened at the soffit, every element is photographed and numbered.
Signed by Kaminskiy Design & Remodeling, with the photographs, the findings, the baseline narrative and the repair list, plus the 15-day notice to the Building Division if anything is an immediate threat. Usually well inside the 45 days.
A written price per finding, the permit filed through Roseville's online portal inside 120 days, shoring where it is needed first, the work inside the permit window, and the close-out file for the re-inspection.
Health and Safety Code 17973(a) names the inspectors the law accepts: a licensed architect, a licensed civil or structural engineer, a general contractor with an A, B or C-5 license and five years as a license holder in multistory wood-frame construction, or a certified building inspector. Subdivision (g) does not bar the inspector's group from the repairs; it requires that a qualified and licensed contractor do them, following the inspector's recommendations, the Building Standards Code and the City's requirements. The owner contracts the inspection directly with the inspecting company, as the statute requires. In Roseville that is Kaminskiy Design & Remodeling, booked through our Highland Pointe Drive office, with the repairs under a separate contract with Kaminskiy Care and Repair, so the report stands on its own wherever you take it.
The local enforcement agency for a Roseville building is the City's Development Services Department, Building Division, at 311 Vernon Street. Every permit application goes in through the City's Online Permitting Services portal; there is no paper route, and the quick permits the City once issued at the counter are limited to water heaters, HVAC, panels and reroofs on one- and two-family houses. The City's own handout puts a deck attached to the building and termite damage repair on the permit list, so a balcony, stair or walkway repair that touches framing, a ledger, a guardrail or the waterproofing is filed as a building permit with the inspection report and the repair detail attached, and a rebuilt cantilever or a changed guardrail follows the City's raised-deck checklist with plans and calculations. Roseville publishes no separate SB 721 page or portal; the report stays in your records, and an element tagged an immediate threat is reported to the Building Division within 15 days. A Sacramento building answers to the City of Sacramento's Community Development Department, Building Division, on Richards Boulevard; Rocklin, Citrus Heights and Folsom have their own building divisions; a Granite Bay or Loomis address is unincorporated and goes to Placer County's Building Services Division in Auburn.
The first SB 721 inspection was due January 1, 2026, a year later than the statute first said after AB 2579 passed in 2024, and the cycle is six years from there; a building permitted on or after January 1, 2019 is inspected within six years of its certificate of occupancy instead. Once a report lists repairs, the permit application is due within 120 days and the work within 120 days of the permit. Repairs still open 180 days after the report bring a notice from the inspector to the City and a 30-day notice to the owner, after which a civil penalty of one hundred to five hundred dollars per day runs until the work is done, with a building safety lien available to the City behind it. Reports are kept for two inspection cycles and handed to the buyer when the building sells.
Minutes from Douglas, the Galleria and Fiddyment. Our Roseville office on Highland Pointe Drive is where the repair crew starts the day and where an SB 721 inspection is booked, so a Roseville building is usually on the calendar within days and a Sacramento or Folsom building the same week. Call 916-507-2190It is the inspection California requires every six years of the exterior elevated elements on a rental building with three or more units: the balconies, decks, porches, stairways, walkways and entry structures that stand more than six feet above the ground and depend on wood framing, with their guardrails and waterproofing. A qualified inspector identifies each element type, examines at least 15 percent of each, and signs a written report with photographs within 45 days. The first inspection was due January 1, 2026.
Four kinds of professional, under Health and Safety Code 17973: a licensed architect, a licensed civil or structural engineer, a general contractor with an A, B or C-5 license and at least five years as a license holder constructing multistory wood-frame buildings, or an individual certified as a building inspector or building official, none of them employed by the City for the job. In Roseville the inspection is performed by Kaminskiy Design & Remodeling, our sister company, a B general building contractor since 2008 (CSLB #922807); Kaminskiy Care and Repair (CSLB #1106209) does the repairs.
Two companies in one group do it. Kaminskiy Design & Remodeling inspects and signs the report under its own contract with you; Kaminskiy Care and Repair contracts the repairs separately. The statute asks that a qualified and licensed contractor do the repairs to the inspector's recommendations and the building code, and says nothing against the inspecting company's group being that contractor. Because every finding carries a photograph and a description, the report is usable on its own and you may bid the repairs to anyone you like.
One flat figure for the building, set on the call from the number of elements, how many types there are and whether the framing is open underneath or enclosed in stucco, so a fourplex off Cirby Way and a three-hundred-unit community on Gibson Drive are very different numbers. Repairs are priced finding by finding from the report, in writing, before a date is set. Call 916-507-2190 with the address and the unit count and the inspection price is in writing before the call ends.
Book the inspection and keep the booking confirmation. The daily penalty in the statute attaches to repairs left undone after a report, not to a late first inspection, and the Building Division has no reason to pursue an owner who can show a scheduled date. If the inspection finds an immediate threat, that element is closed and shored on the visit and reported to the City within 15 days; every other finding goes onto the ordinary 120-day permit clock.
In a condominium project the association is responsible for the SB 326 inspection and, under most CC&Rs, for repairing the load-bearing framing and the waterproofing it maintains as common area, with exclusive-use balconies divided as the governing documents say. The inspection itself must be done by a licensed structural or civil engineer or an architect. A Roseville board hands us that report and we price and complete the repairs, phased so residents keep their stairs and walkways, and documented for the reserve study.
The office is on Highland Pointe Drive, so a Roseville inspection is usually on the calendar within days of the call and the signed report lands well inside the 45 days the law allows. Repairs run on the statute's two windows: a written price per finding, the permit filed through the City's portal within 120 days of the report, the work within 120 days of the permit. An immediate-threat element is closed and shored the day it is found.
All of Roseville, from Historic Old Town and the Harding corridor to Fiddyment Farm, WestPark and Sierra Vista, plus Rocklin, Granite Bay, Lincoln, Citrus Heights, Antelope, Folsom and Sacramento, with permits filed with whichever building department the address answers to. Call 916-507-2190 with the building's address and we confirm it on the call.
Send the address, the unit count and whether a report already exists, and we call back with a price and a date. Calling is faster: 916-507-2190.
