Water, from below. Nearly all of the year's rain falls between October and May, the Washington County soil holds it, and a post set in dirt or thin concrete sits in a wet sleeve for months. The post rots at the ground line while the pickets above still look sound, so the whole run leans, and moss on the shaded side keeps the boards wet. The fix is new posts in fresh concrete and matched cedar, not a new fence.
