Shade and slope. Under Lake Oswego's firs a fence never really dries between October and May, so the posts rot at the ground line and moss keeps the bottoms of the boards wet. On the hillside streets the fence carries its own weight downhill, and one rotted post lets a whole section rack. The fix is a deeper post in fresh concrete, a re-plumbed run and matched cedar, not a new fence.
Not for a repair. Oregon exempts wood fences up to seven feet from a building permit, and Lake Oswego keeps a residential fence to six feet, four within ten feet of a street. Trees of six inches and up need a permit to remove, so we set posts around them, and a like-for-like repair changes nothing.
